    Romania's evolving legal framework for private sector development

    As the economies of Central and Eastern Europe move from central planning and state ownership to market-driven development of private sector activity, they are undertaking comprehensive change in the"rules of the game", the legal framework for economic activity. The authors analyze the evolving legal framework for private sector development in Romania. The government has worked intensively in the last two years to create a legal framework for a market economy. It has adopted not only a new constitution but also extensive new legislation covering real and intellectual property, companies, and foreign investment. It has revived the pre-war civil code as a basis for contract law, and is moving to modernize its bankruptcy code. The only area surveyed in which little legal reform has occurred is antimonopoly law. Challenges remain in both law and practice. The broad principles of private ownership, free market exchange, and equal treatment of public and private firms are well recognized and have been largely achieved. But a tendency towards centralized, bureaucratic control remains in excessive requirements for approval and uneconomic limits on certain activities. Moreover, implementation will take a long time because there is little or no institutional framework for enforcement and dispute resolution.     General N = 1 Supersymmetric Flux Vacua of (Massive) Type IIA String Theory

    We derive conditions for the existence of four-dimensional \N=1 supersymmetric flux vacua of massive type IIA string theory with general supergravity fluxes turned on. For an SU(3) singlet Killing spinor, we show that such flux vacua exist only when the internal geometry is nearly-K\"ahler. The geometry is not warped, all the allowed fluxes are proportional to the mass parameter and the dilaton is fixed by a ratio of (quantized) fluxes. The four-dimensional cosmological constant, while negative, becomes small in the vacuum with the weak string coupling.Comment: 4 page

    Globular Structures of a Helix-Coil Copolymer: Self-Consistent Treatment

    A self-consistent field theory was developed in the grand-canonical ensemble formulation to study transitions in a helix-coil multiblock globule. Helical and coil parts are treated as stiff rods and self-avoiding walks of variable lengths correspondingly. The resulting field-theory takes, in addition to the conventional Zimm-Bragg (B.H. Zimm, I.K. Bragg, J. Chem. Phys. 31, 526 (1959)) parameters, also three-dimensional interaction terms into account. The appropriate differential equations which determine the self-consistent fields were solved numerically with finite element method. Three different phase states are found: open chain, amorphous globule and nematic liquid-crystalline (LC) globule. The LC-globule formation is driven by the interplay between the hydrophobic helical segments attraction and the anisotropic globule surface energy of an entropic nature. The full phase diagram of the helix-coil copolymer was calculated and thoroughly discussed.     Fracture mechanics approach to design analysis of notches, steps and internal cut-outs in planar components

    A new approach to the assessment and optimization of geometric stress-concentrating features is proposed on the basis of the correspondence between sharp crack or corner stressfield intensity factors and conventional elastic stress concentration factors (SCFs) for radiused transitions. This approach complements the application of finite element analysis (FEA) and the use of standard SCF data from the literature. The method makes it possible to develop closed-form solutions for SCFs in cases where corresponding solutions for the sharp crack geometries exist. This is helpful in the context of design optimization. The analytical basis of the correspondence is shown, together with the limits on applicability where stress-free boundaries near the stress concentrating feature are present or adjacent features interact. Examples are given which compare parametric results derived from FEA with closed-form solutions based on the proposed method. New information is given on the stress state at a 90° corner or width step, where the magnitude of the stress field intensity is related to that of the corresponding crack geometry. This correspondence enables the user to extend further the application of crack-tip stress-field intensity information to square-cornered steps, external U-grooves, and internal cut-outs

    Female facial appearance and health

    The current study addressed whether rated femininity, attractiveness, and health in female faces are associated with numerous indices of self-reported health history (number of colds/stomach bugs/frequency of antibiotic use) in a sample of 105 females. It was predicted that all three rating variables would correlate negatively with bouts of illness (with the exception of rates of stomach infections), on the assumption that aspects of facial appearance signal mate quality. The results showed partial support for this prediction, in that there was a general trend for both facial femininity and attractiveness to correlate negatively with the reported number of colds in the preceding twelve months and with the frequency of antibiotic use in the last three years and the last twelve months. Rated facial femininity (as documented in September) was also associated with days of flu experienced in the period spanning the November-December months. However, rated health did not correlate with any of the health indices (albeit one marginal result with antibiotic use in the last twelve months). The results lend support to previous findings linking facial femininity to health and suggest that facial femininity may be linked to some aspects of disease resistance but not others

    Optical spectropolarimeters can be used to produce maps of the surface magnetic fields of stars and hence to determine how stellar magnetic fields vary with stellar mass, rotation rate, and evolutionary stage. In particular, we now can map the surface magnetic fields of forming solar-like stars, which are still contracting under gravity and are surrounded by a disk of gas and dust. Their large scale magnetic fields are almost dipolar on some stars, and there is evidence for many higher order multipole field components on other stars. The availability of new data has renewed interest in incorporating multipolar magnetic fields into models of stellar magnetospheres. I describe the basic properties of axial multipoles of arbitrary degree ℓ and derive the equation of the field lines in spherical coordinates. The spherical magnetic field components that describe the global stellar field topology are obtained analytically assuming that currents can be neglected in the region exterior to the star, and interior to some fixed spherical equipotential surface. The field components follow from the solution of Laplace’s equation for the magnetostatic potential
